HSF (Hazardous Substances Free):
The concept of HSF originated from the European Union's RoHS (Restriction of Hazardous Substances) Directive and WEEE (Waste Electrical and Electronic Equipment) Directive, both enacted in 2002. To comply with these directives, industries worldwide have taken measures to control hazardous substances in their products, thus giving rise to the HSF concept.
RoHS (Restriction of Hazardous Substances):
RoHS is a mandatory standard legislated by the European Union, officially implemented on July 1, 2006. It primarily regulates the materials and processing standards of electrical and electronic products to enhance human health and environmental protection.
The RoHS 3.0 Directive (effective as of March 2025) primarily restricts the use of the following twelve hazardous substances in electrical and electronic equipment:

The content of these substances in electrical and electronic equipment must be below specified limits. For example, the cadmium content must not exceed 0.01%, while the content of lead, mercury, hexavalent chromium, polybrominated biphenyls, and polybrominated diphenyl ethers must not exceed 0.1%. The RoHS Directive aims to reduce hazardous substances in electrical and electronic equipment, protect human health and the environment, minimize the environmental impact of electronic waste, reduce the use of dangerous substances, and promote the development of green industries.
REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals):
REACH is a regulation by the European Union for the preventive management of all chemicals entering its market. According to the EU REACH regulation, as of June 1, 2018, unregistered chemicals with an annual import volume of 1 ton or more are not allowed to be placed on the EU market.
The REACH regulation aims to protect human health and environmental safety, maintain and enhance the competitiveness of the EU chemical industry, foster innovation in the development of non-toxic and harmless compounds, prevent market fragmentation, increase transparency in the use of chemicals, promote non-animal testing, and pursue social sustainable development.
This regulation requires that all chemicals imported and produced within Europe undergo a comprehensive process of registration, evaluation, authorization, and restriction to better and more simply identify the composition of chemicals, thereby ensuring environmental and human safety. All goods must have a registration dossier listing chemical compositions and explaining how manufacturers use these chemical compositions, along with toxicity assessment reports. All information will be entered into a developing database managed by a new EU agency based in Helsinki, Finland—the European Chemicals Agency. This agency will evaluate each dossier, and if it finds that chemicals have an impact on human health or the environment, it may take stricter measures. Based on the evaluation of several factors, chemicals may be prohibited or require approval before use.
